What's a good fuel economy car that I could buy used for about $5000?

I need a car and bad. My credit is good except my debt to income ratio is bad due to school loans. I can get it financed but I will have a high interest rate of probably 18%. I am just not sure what to get. I hear hondas are good but i need something that could get around in the snow in wintertime and also give me good fuel economy.
